Ha ! Thats pretty common on Fords of this era. Actually, the way your supposed to remove it is. Put the key in, push the release with a skinn screwdriver from the bottom. Most of them have an access hole in the plastic under the wheel. And twist and pull.

Its a manual, which, if I've read enuf Jalopnik, is the best anti theft device I could have.

Put the key in, tried to turn, it wouldn't, turned back to OFF tried to take key out, and then ignition came along.
